There are also granules and sprays that are supposed to repel dogs and cats, usually sold in the garden section of stores or at garden centers. I don't know what's in them, as I've never used them. They usually have a catchy name, like Repel.

Other peoples dogs is one of the reasons we fenced in our front yard, along with strays. Our front yard is a couple of acres, but it was worth it.
 
Pepper spray. We used some to deter a neighborhood cat from using our garden as a litter box. Perfectly natural, and won't hurt the animals or the Earth. That's what I'd do!
 
I've had problems in the past with the neighbors cats (usually numbering in the teens & low 20's) using my flower beds. After trying the red pepper flakes, stuff I ordered of the net (coyote & fox uring granules), I ended up using moth balls. The cats hate the smell and I noticed our dog avoids the area too. I also avoided the laundry room after my DH placed the box with 1/2 of them left on the shelf with my laundry soap
