I would be more inclined to say pullet unless it has crowed for

The base color of the rooster is silver. Black is caused by pattern genes, not relevant for assessing gender. He had a gold/red base color, he would have produced non-typical red sexlinks, and that would have made sexing really easy.
For now, the first chick and the last one look like pullets and the middle one is definitely a cockerel.

So sorry to hear about the zoning changes to your farmland. So many more people now, and they all want to enjoy the good life, but what exactly counts as good is not the same for everyone. Chickens are good!
