Looks to be something wrong with him to me. I'd isolate him. And make sure he's getting plenty of high protein chick feed and water with electrolytes and probiotics. He may just not be getting his fair share of the feed.

I bought what i thought was 2 cuckoo marans 9 weeks ago but one is lookinh diffwrenr plus much smaller seems like he/she isny growing. Could they have gotten a egg mixed up when hatching them out ? The pic of the small one he/she is 9 wks old and the bigger blk pullet same age is suppose to be the same as the lil one. The little/lighter one is likely male. Which would usually make them larger.
He may have some unseen genetic issue. Maybe he is being kept away from food.
He looks puffed up like he could be suffering for coccidiosis, which would delay growth. Some birds are hardier than others so may not all succumb.
This is concerning. Do you have pics of these issues? Did the chicks all look the same and healthy when you got them?I think it's something bc he has weird notches on the bottom of his beak that the pulley doesn't have and also his third toe is soo short on each foot compar3d to the other chickens I have
