No way I'd tolerate animals like that, but absolutely check your state laws first.

Washington (my county?) has some unusual rules; if I have notified the Sheriff's dept there is an animal molesting my livestock or pets, I'm allowed to shoot it, but NOT with a 22cal. ? I have to shoot to kill or I can shoot it with pepper shot or rock salt, but who has that on hand most the time?! However, if the Sheriff hasn't been alerted, then I'M in trouble...

I LOVE the paint ball idea (especially frozen!) for animals that are a real threat and I would absolutely expect at LEAST that if my OWN dogs were behaving badly.

ON THE OTHER HAND...

I live outside the city on several acres and my dogs run. They run coyotes and coons off my property! They visit the locals and the local dogs visit in my yard, play, then go home. If they cause any problem whatsoever, the neighbors know they can come to us. The older fella above me loves that my dogs come up and kill pack rats in his wood pile.

And my dogs come in early every night. If I leave the yard, they're locked up or with me. Like I can get out of the yard without them in the truck!

Then last summer, a visiting bunch of yuppie punks camping down the way were riding up and down the road on a quad for NINE STRAIGHT HOURS. They couldn't get the gears figured out so it was like listening to a leaf blower all day. When they started early the next morning, DH asked them to take it into the orchards or up the back roads because it was really annoying.

Few days after, Sheriff's dept rolled into the yard and said there was a complaint that my dogs had "gone after" someones little dog at midnight the night before. I told him that was not true, my dogs were both in the house before 6pm, and they've never "gone after" any dog. He said it didn't matter, couldn't/wouldn't tell me the name of the complaintant so I could talk to them or make sure their dog was okay, but my dogs would be considered "dangerous" if there was ever any other report. I told him again that they were in the house (on my BED!) long before midnight, and he pretty much said my word did not matter.

Sorry about the tangent, but my point is, the laws can be very strange, so make sure not only that they are on report with animal control, but also with the necessary authorities before you shoot.

Remember also: Gun control means being able to hit what you're aiming at!

Good luck with this! It would make me want to shoot the owners with a little bird shot along with the dogs. And I love both SSS and the relocation thing!
 
I'd check your laws locally to make sure. It's going to vary from state to state, and not just state but your county or even city could have codes on the subject. Here, we can but there are things you have to make sure of before you act on it. I can't remember what but I remember hearing a conversation about it and looking it up in a business law class a few months ago. It obviously wasn't something that I felt I needed to remember LOL Idk. I have an airsoft gun in the house and I don't really have a reason, but I would totally be scaring off a predator even if it was my neighbor's pets. There are laws about keeping your pets in your own property here, including my chickens. I'd get fined if my chickens hopped the fence and went to the neighbors and they complained. They'd get fined if their dog went running loose. Fines don't always scare people especially if there isn't recourse or action taken if they aren't paid. They obiously don't really think anything will happen. I'd really get loud with animal control about the issue.
 
Thanks everyone, we got so many ideas that we didnt even think of. The SSS one was hilarious! The dogs do seem to be good natured just wild. They both are labs. We dont want to harm any animal...especially someones pet but we cant live like this. My son was taking out the garbage last night and they chased him down the drive and then tried to get in my garage where my new chicks are!!! Every house here is on a few acres and we all have dogs but we do what we're suppose to, electric fence, dog run...whatever to keep them in our yard so why should they be an exception to the rule? This neighbor talks to no one. We have lived her 6 years and only talked to them a hand ful of times, they are never home! It looks like we will do the paint ball first and still continue to call animal control. I am going to call today and ask how many time we have to call before they do something and also find out if they have actually talked to the people.

AND I called animal control several times, but animal control only worked from 8a to 5p, and this was always around 8 at night... so they would get my call the next morning. Not terribly helpful. If it weren't terribly illegal to shoot them in town, I would have been taking walks with my hubby's shotgun...

BUT in your case I may also consider live trapping, then take them to animal control a county or two away... or to your county, so your neighbor can retrieve them and possibly get the message. Because while I'd totally support someone who shot in this case, and I say I would do the same, especially if the dogs don't seem aggressive or malicious I have a feeling it might be hard for me to pull the trigger...
 
I would video tape the dogs tripping and jumping on my kids and then threaten to sue the people and turn it over to their homeowners insurance. Money talks.
 
Trust me, no one mess's with our kids either. We're just softy's when it comes to animals and keep making excuses for these dogs and justifying things like "well they dont bite they just knock them over or chase them" That is not acceptable and we do have to do something. I also told my husband we should do something for insurance like video taping.

I knew one old carrier that had a small baseball bat that he carried in his pouch. Lets just say it worked a lot better than any spray would
