Not that we would do this but as a last resort....

I was also going to mention the paint ball guns. Hurts and sends a message home. Wont kill them though.
 
I almost killed my own dog when she went after my chickens. If another person's dog was always coming and terrorizing my animal I would first go with a Paintball gun, then move up to more severe guns. Or just drug the dog with some sleeping pills and give them to someone who will care about them.

Atleast that is what I would do. I know my dad did it before.
 
I agree with the couple of people who have given thumbs up on taking lethal force against the dogs. I would NOT tolerate an animal barreling into my child on MY property. If they cannot keep their darn dog off your lawn, you need to take matters into your own hands. If I were you, I would try the paintball gun method. My husband and I have a couple, so I know they're not cheap, but I can almost guarantee that one shot with a paintball and those dogs won't step foot near your children again.
 
Also with paintball guns, if simple paintballs don't stop them stick the paintballs in your freezer for a couple of days. Won't kill the dog, but it is much more solid then just a paintball, and much more painful.
 
Some animal control offices rent for free live dog traps in different sizes. Then you take the dog in the trap to them, or to wherever.

I'd be wary trying shooting if you have kids. Kids pop up in the most unexpected places, and move quickly to see whats going on and may move into line of fire.

I took after a predator in my yard with the gun once. Shot at it quickly, it was running towards the tall grass. Suddenly my boyfriends horse stood up out of the long grass where was out of sight just beyond where I was shooting - directly in line of fire!!!! I checked him all over for holes - NONE - but I almost passed out from not breathing till I knew he was ok.
 
If your neighbors keep losing dogs they will either stop buying dogs or pen them up. I would not tolerate what you are going through.
 
If you can get close enough to the dog spray it with pepper spray. They make it with tear gas. I use to be a runner and I've had to use it a few times. It works on dogs well if you can get it in their eyes and nose. You can always call the police if Animal control doesn't do anything. I have to worry too, the dog across the street loves birds and we have to make our chicken run strong enough for him not to get in. I really like my neighbors, but they don't tie up their dog and the dog chases our cats that sit on our porch and tries to kill them. I will be furious if a dog gets any of my girls.
