Leash laws are often (not always) state laws. Laws protecting livestock are typically state laws; check those first.

If I knew, or if I find out, where the dog lives, I will probably go to them and let them know and see where it goes. I have no desire to start a war with our neighbors. I've read to many articles, and even posts here, about how neighborly disputes can escalate to ridiculous proportions. I won't be yelling at them, though I feel like it.
 
I would get rid of the dog. If a neighbor lets their dogs roam then they also know the risks of that.Risk to the dog and to other animals. They will not care that your chickens were harmed.They might,but it is unlikely.And once you complain they will come after YOU if anything happens to their dog(s).

If the dog had just escaped I can understand giving it another chance,but roamers do not deserve a second chance.

I say SSS and get some more hens.So sorry for your loss. The husky(that bit my dog) I will hurt if it comes near me again.I will not wait for it to attack me or mine. I don't trust lose dogs anymore. Just glad it wasn't my kid that was bit.

When I got out of the service, I would exercise on a regular basis. Down the country road that I ran down there were 2 large Rottweilers that would attack me when I ran. These dogs were calculating animals. One would charge me from the neighbors driveway and I would speed up my pace. At a group of bushes past the owners property, the other brute would lie in wait. As I passed the bushes the beast would charge me and force me into the woods on the other side of the road. I would be forced into scrambling for a stick or limb to fend the vicious curs off. Sometimes I would have to climb a tree. After this went on for a while, I called the owner and asked him if he would mind keeping his dogs put up between 3:00 PM to 4:00 PM, because that is when I would run. The owner told me that it was not his problem and he wouldnt secure them. I told him not to worry about it that I would handle the situation. Ten minutes later he called back and said he would lock the dogs up. I guess it sank in what was about to befall his precious animals. People should understand that when a dog leaves their property, that they lose rights to it. That is the way I see it at least.
 
I understand about not wanting a war with the neighbors. The first thing to do would be to wait until you feel calmer and then go over and try to talk to them calmly and rationally. Not all neighbors are jerks and many will try to work with you. As others have said, the next step (if they won't be responsible for their dog) is to call Animal Control. I know you said it is a stray but if the neighbors are feeding it and it "sort of" lives with them, they have a responsibility. If they don't want to be responsible, the best thing is for AC to pick it up and try to find it a new home.

FWIW, I had a similar thing happen in November, except that the dogs were not strays. I tried to talk to the neighbors and got nowhere, so called AC. The neighbor ended up being charged with a criminal offense and was given 60 days to improve his fence to prevent a recurrence. I know a lot of people have not had good experiences with AC so I wanted to say that it IS possible to have them work for you as well.
 
You def need to inform the owners of the dog, I would want to know if my dog did that and he would, he has gotten my own chickens. I would do that before having animal control take the dog away. Accidents happen, just last night my 150 lb dog went Over my fence, our snow is so high and now frozen solid he was able to go right over, lucky for me I am the Only one around here with chickens or I'd be in the same predicament as your neighbor. At least make them aware of what happened, maybe it was a fluke their dog got loose?, and if not and it happens again then call the police/animal control and they will make sure it doesn't happen again.

This reminds me of an incident long ago when i was still working my wife called
me at work said neighbors dog had killed 6 of our chickens. She bagged them up
took them to his house dumped them in yard called him to door said here is what
your dog did. I never saw dog or neighbor but they moved soon after.
My wife was little but loud..

No 2nd chances for free ranging dogs here.My poultry is my food supply.Once the dog knows you have chickens, be prepared, for it will likely return. No matter a stray or home kept dog....SSS..
As keepers of livestock, we are all responsible for our livestocks protection and safety.I don't have time to deal with dog owners and the law, and really don't need to be bothered. If you keep livestock, just take care of the problem yourself.
