I would agree. Check with your local animal control. They might tell you something like "You can have a maximum of 20 birds of any type and/or age combined."
That's what it is here. No regulations against keeping coturnix quail, but there is a limit on how many birds of any type allowed.

Yes just do the necessary paperwork and have an inspector come out.
