To ship across state lines yes regardless of what state you are in. To ship within state lines that depends on your state.

To ship eggs over statelines yes, within your state it depends on the state laws themselves. Mississippi technically requires it but hasn't really cracked down but Texas doesn't.

I'm trying to find it myself unfortunately when in doubt call the state board of animal health.

Penn State has some of the regulations on line. Have you checked if they have this information? County extension offices might also be able to help.

This site has lots of info. I didn't wade through it, but if you click on "NPIP participants" tab you can probably find where to go in your state.
