It's just rough in Colorado because there's only ONE person in the entire state that can sign the VS forms - just be sure you don't run out of them before you re-order.
Your correct, to join the NPIP program here in Colorado is $12. However the testing is free to me, as I was one of the first people who had it done, when people who went and took classes to do the testing around Colorado (Several classes were offered and several people took it). This was MANY years ago, before it was called by the name it goes by now, and the state ran it. Before that, the people who took the classes could test your birds, and the one gal I had come out here to do it charged mileage and $1.00 per bird. it cost me A LOT to have it all done. So I just do not think about the $12 as being part of the testing process, I think of it as being a member of a club, or organization and those are the dues. And yeah, I just e-mail Kristi when I need more paperwork and she mails them off to me but until this year, we never got the shipping forms.
