Oats for fodder

Hello, I was just starting out to try growing fodder. I purchased some race horse oats from the feed store and I am on day three and still no sprouts. I soaked seeds for about 24 hrs and then put in trays. Any suggestions? Are the feed seeds not good for sprouting, or do I just need to wait longer to see what happens?
 
Many feed store grains, especially for horses, have been heat or steam treated so that they will not sprout in paddocks or dirt floor stables. The nutrients remain, but you're out of luck for fodder. Maybe try fermenting them if you don't want to feed straight?
 
Thanks for the reply. Where would be a good place to buy fodder seeds.
