Odd symptoms in Rooster.

I would clean the cried drainage from around his eye, and use the antibiotic ointment twice a day. Pecks in the eye and respiratory infection are the 2 most common probably causes.
Yes, do what Eggcessive says, I've done it before as well.
The antibiotic ointment works very well, I've also used drops.
 
Are his eyes brown or orange?
The eye doesn't look blind, which is very good.

Can you explain what this is? I got these from a friend a few months ago and noticed how scaly their feet were.. I tried to soak and gently brush but it didn’t seem to want to come off??

Scaly leg mites are parasites that lodge and reproduce underneath the scales on chickens' legs. This results in a typical look of uneven, crusty, deformed scales, and can lead to impaired walking, infection, loss of toes and, in extreme cases, even death.
 
The mites live underneath the scales and their greyish excrements lead to lifted scales and a lot of itchiness.

As roosters will not lay any eggs, you could treat him with a spot on.
