I had a broody who switched nests a couple times in the coop. I got lazy and didn't pull any of the eggs until yesterday. There was an aura of rotten egg STENCH just hovering near the coop.

I would accidently break some eggs near the fence. And then leave them there. Maybe even point a fan on them on a nice hot day.
 
Sidenote in most rules, there is NOTHING about quails. it's not a coop, it's an aviary... That's how I get around the city rules only 4 chicken hens (I have 2), but quail are not mentioned in any codes, so i can have all I wan care for (still have to be kept clean).

I'm sure it falls under the nuisance laws. That being said I have 2 compost bins, Earthmakers, provided free by the city. I don't like flies any better than the next person tho'.
