Depending on how much chicken you are cooking. Usually chicken is done in four hours on high. Add enough liquid to cover your taters. Season with salt (the potatoes will absorb salt while they cook in the liquid). Might need a final seasoning when you take it out.
Okay, spell it out for the bad cook here.
Potatos go in first or last? As in, if covered in water, is the chicken covered too, or sitting on top of the potatos?
I've never found it to matter what goes in first, but I generally put the meat in, then the veggies. I like my potatoes COOKED, so they cook right along with the meat, for the full time.
Cover with salted/seasoned water or broth, put the lid on a voila! Easy peesy lemon squeezy!
You will find that everyone has a different method/methods, and there isn't really a "right" way.

I love that you use paprika, I usually use red pepper 'cause dh likes a bit of "kick". But if I'm cooking for me, I use paprika, I don't like a lot of heat, just some depth to the flavor.
I usually use bone-in chicken, so I cover it all in water, I think it makes it easier to debone.
