Yes, definitely! It's a free app, with unobtrusive ads and a variety of brushes, so it's good for starting off.
There's also a PC version, which has more features, but that's too much for me.

And, if you don't like MediBang, there's a bunch of other free apps, usually with a PC equivalent. (Ibis Paint and Autodesk Sketchbook are fairly good.)
