You can make votives out of half shells:

Edit...warning PLEASE make sure they are in a stable holder, so they don't roll and spill burning wax!!!!!

As long as you didn't use it for another contest I don't see why you couldn't enter it. @sumi will know.

I love this idea. What is on the bottom of the shell to keep the wax in?
