Its nice that you want to help but unfortunately it is not your animal and she may not have room for a bigger cage in the dorm. She shouldn’t even have the thing and if she gets caught, who knows where he could end up! Plus she could get mad at you for trying to change things or buying stuff for him without asking. So even though it sucks, I think you might just have to ignore this.
Or at least ask the owner first if it would be okay.
