Hmmm, looks like a chicken coop or rabbit hutch to me. I can't imagine keeping a dog on an elevated wire floor like that...

My first thought was puppy mill kennel. I guess you could whelp a litter of tiny breeds in it. I think I would like to use something like that for my doves. My goodness, they can poop on everything.

Puppy Mills are generally inside a building, with wire cages stacked-similar to battery hens. They would not be in something as nice as this, simply because puppy mills are out to make fast bucks and try to keep costs as low as possible to make the largest profit. This is actually a very nice setup!

Beagles are small dogs that love to dig-but don't usually make very good housepets-this pen would be ideal for a Beagle.

I used to work in a boarding kennel and they had a coupe of these. They were used for mainly the older dogs and puppies that could not control their bladders as well. We would put one of those big plastic mats in it. It does seem wrong to have them live in it 24/7 though.

Just looked at the picture, and ours were stainless steel and not so puppy mill looking.
