Legal? no idea. But I understand horses are tattooed in the mouth for identification because they can look so close to another horse it would be next to impossible to tell some of them apart if you where not the one handling the horse in a regular basis. Branding cattle is done on the outside because you aren't really buying the cow because you like the looks of a "pretty cow" the looks of a cow are more utility than "eye candy" like horses but I have no clue why they don't brand work horses....

Is this even legal? I mean, I know various pets and livestock are tattooed to identify them or show they have been spayed or neutered, but I've never heard of a vanity tattoo on a pet.

Sometimes when people are learning to tattoo they will try on pigs to start out with...if you mess up the pig won't care, unlike humans that don't want to be disfigured for life.
