Oh Craigslist, You Amuse Me So!

That or it came off of a stolen bike and they really don't know what it is. In my area there have been a lot of thefts. They just grabbed wasn't nailed down and took it apart and starting selling.
 
My thought is perhaps they "inherited" it, by purchase (think large jumbled lot at auction or yard sale, you get the pile for $50 or pay $20-40 for what you want off the pile) or perhaps they bought a home and it was left behind. there are many ways to legally obtain it and it is "junk" to them because they have no use for it, but know it is worth something to someone....
