Oh my gosh, my neighbor.....

You probably do have things straight - that he was the complainant... but I just wanted to say that I have neighbours that peer over my fence and talk to my ducks. They will also throw over scraps for them too. They love seeing my ducks. It does sound very different from your situation, but is it at all possible that this man actually does like your ducks and enjoys hearing them rather than trying to get you in trouble for their noise ??
 
That really sucks:( If I was in town i would rather hear ducks than cars and other suburban noise, what an arse your neigbhor is, hope he leaves you and your ducks alone.

Perhaps, after you video tape him, discreetly, you can ask him if the ducks are bothering him. Or, you can just straight out ask why he does that. I know with me, I would love to "talk" with my neighbor's ducks if I lived in a single family home. I talk to the ones as the lake (but with human sounds not quacking at them).

For me, wondering why he was doing that or if he was the one who complained would pick at my mind. You don't have to ask if he's the one who complained, but you can probably find out if he's annoyed by your ducks by talking to him about them a little.

ETA: Perhaps, if he's doing it because he likes them, you might have an ally on your side.

I would talk to him and try to be friendly about it.
 
I was thinking the same thing...he likes your ducks and enjoys hearing them quack... I know I'd be quacking over the fence and I'm 46

My next door neighbor hates my ducks. Seriously. Hates. Ducks. He and his wife spent all last spring till summer complaining every single day to the city. At the pinnacle of his stewing hate, he would come out when I put them to bed and quack loudly at me over the fence. I worked with the city and had been before his incessant calling. One day a crow was crowing in the woods behind our houses and his second grade daughter came out and screamed into our backyard, "SHUT UP YOU STUPID DUCKS!" I took most of the ducks to the farm and now I have 4 geese at this house. I expect him, his wife, his children and his house, to blow up any time now.

For the longest time I thought the entire neighborhood was against us. But recently we had a snow storm and we all lost power. I went around to make sure people were okay, but what I got instead were neighbors being concerned about our waterfowl. It turns out that my neighbors all like hearing them the few times a day they make a racket and told me they were much quieter than the my mean neighbors dog.
 
Kmart has a closed circuit TV/camera set up with a wireless antenna that I've used in my barn, and it's cheap, check it out. This might be the thing you are looking for to convince the town authorities if someone is maliciously antagonizing your ducks!
