Yes, and I can purchase just 3 from Meyer and go pick them up. In fact, I have an order in for 3 chicks for next month. So the rule is a little blurry.
I'm happy they have a minimum in stores because there are dumb people who go buy chicks on Easter with no intention of owning chickens, but I think the minimum of 6 is too many. I live in the city and have a limited amount of chickens I can buy. It's based on property size so I can have more than 6, but some people have properties where they can only have 4. Some suburbs have rules for small amounts of chicks, so it leaves some people in a pickle if they don't know anyone who they can split a chick purchase with.
