To the original poster: As a warning, don't follow JoePas advice. It sounds like you live in a residential area and it is possibly illegal to discharge a firearm (if you own one) within the city limits or near other residences.
 
You might want to think twice before getting involved in a war with the neighbors, especially that involves hurting or killing each others pets. It won't be good for anyone or any pet. No winners there.
When I first moved into my house, I too was annoyed at reaching into a garden/flower bed and coming up with a handfull. After stewing for a couple years, I came to the realization that there are some things you just got to live with. Unless I was willing to start shooting the neighbors pet and fight with the neighbors; which would certainly lead to my incarceration; I had better get a grip. I got over it and started feeding the strays

Imp- Life's too short to waste any of it on cat poop.
 
My only suggestion is to kill the neighbors with kindness. Follow the recipe below and give it to them.

Ingredients:
1/4 cup honey
1/4 cup molasses
2/3 cup butter
1 egg
2-1/3 cups whole wheat flour
1/2 tsp. each ginger, cinnamon, cloves
Grape-nuts™

Mix-ins:
Coconut (tapeworms)
Chocolate chips
Butterscotch chips
Peanut butter chips
Cooked spaghetti al dente (roundworms)
Shelled peanuts

Microwave the honey until it bubbles. Add the butter, molasses, and egg. Mix well.

Add the rest of the ingredients (except Grape-nuts™) and mix well.

Stir in the mix-ins. Warning: if you add too many mix-ins your dough will not hold together!

Chill one hour in the freezer or several hours in the fridge.

Roll dough logs of random length and diameter to simulate cat poops.

Roll logs in grape-nuts and bake at 350 degrees for 10 to 15 minutes. (The quantity of mix-ins used affects cooking time.)

Serve in a disposable cat litter box on a bed of grapenuts, with a cat litter scoop as a serving utensil.

I've confronted them about their previous cat. The guy who answered said he didn't have a cat, and shut the door on me. Just shut the door. Before I could say anything.

When I told my mom about it she said to ignore them. Then we heard the yelling and cursing going on at their house and my mother firmly said "I don't want you talking to them". The guy's female partner looks miserable alot

Anyways, the guy is childish kind of. He had a convo with some other guy when he said he wanted to kill my chickens. He was yelling it in a way, while I was outside petting a silkie. "Chickens? I'm gonna kill them all! Hahahaha!".
It's not just the cat poop, it's the fact that someone was watching from a curtain while the cat was wandering on our property and used the bathroom on our property. Why aren't they getting out to say something? My mom was gonna throw a rock at it to make it go away and the person in the window was just watching dead on. I've seen them whistle to their cat, it comes right back. So why didn't they whistle for the cat? They wanna catch us do something because they believe we got rid of their previous cat? I actually remember that cat yowling at night, then the yowling stopped. A couple days later there was a sign for it at the store here. They must not have realized that this desert has coyotes.

I've lost 2 of my dogs to coyotes when we first got the house, they found a hole inbetween a shed and a fence. I was heartbroken but I didn't immediately think it was person living on the next street. The hole was cemented up and I helped my mother do everything we could to make our property dachshund proof. I haven't lost anymore dogs. These people should be doing the same. Don't they care about their animals?
 
I don't like it much here because of this guy, but we were here first in a house which is entitled to my mother. We're gonna have to make do with the poop people give us and take humane measures with their animals. The cat won't come near me either, I call it the poop cat. I would like to pet it. It should be like the cat at Van Dams. Lovely Fat Cat only stays inside the feedstore napping, eating, or walking about. He's a lovely cat.
Home Depot has traps meant for trapping felines. We'll go with that if we can't find anything cheaper.

Did you happen to notice the title? Introduced species are a problem that humans caused and this actually is something that is very much against the law in many areas around the world. Introducing non native animals into an environment can be extremely destructive. This article isn't talking about your neighbors house cat, it's talking about feral cats introduced into a new environment. The southern united states has a similar problem with feral pigs.

If you don't want to kill a pet, then keep the cat and feed it till it's too fat and lazy to harm chickens.
