They do not look ready to hatch at all.
Looks like you might have run your temp too low which means they could have hatched a few days late.

I suspect your right. I'll raise the heat in the hatcher - the other incubator for days 1 - 18 is currently 100F

How many thermometers do you have in there?
 
And more importantly how many have been calibrated?
 
Ahh yeah these eggs were from eBay. I'm basically done buying eggs online at this point. I always have crummy hatches. My own flock eats layer feed mixed with chick feed (all fermented) with calcium offered regularly and ACV added to the water once a week. They lay some nice eggs, just to brag a little lol

But yeah, some of the eggs I did manage to hatch from eBay (I've purchased from this same seller before) have turned up chicks that, at a month old, I'm suspecting may be inbred. I think there's a reason this seller has such low prices...
I got some nice birds from Ebay eggs but it's a crapshoot for sure. The "Ayam Cemani" looked like regular black chickens with red wattle. Pretty sure that's exactly what they were actually :/
With shipped eggs remember to let them settle 24 hrs point side down and then dont turn them for a day or two once you put them in the incubator. I think that's all you can do to increase your chances, that and trying to buy from as close to you as possible (sort by nearest first on Ebay).
