Okay, so my "pullet" crowed this morning...

I didn't think it was a roo. it has rounded saddle feathers, like everyone been saying how to sex these EE's...
I would wait just to make sure it doesn't lay an egg...

My EE's have tail feathers just like this too and mine are all pellets....I think.

I have 2 18 week old EE's and I could tell at 14 weeks that Masala was a boy - he had loooooong curved tail feathers (different than yours), spikey hackle feathers, a very red comb. Masala's comb looks like yours but the tail feathers are completely different. Plus Masala was getting *very* pretty. Shiny, fancy feathers, multicolored, etc.
He just crowed for the first time 2 days ago and hasn't since then.

Maybe give it a bit more time?

He certainly has "feminine" looking saddle feathers to me......

By 12 weeks all of my cockerels had feathers that definitely looked like rooster saddle feathers.

I have EE hens that are 14 weeks old and their combs are also red.
