Olive egger, 10 weeks old. I can't tell if the tail is just tattered or if he is a cockrel.
In the last 2 pics he is on the left/sister on the right.

It looks like a pullet so far. The lavender gene and the "shredder" gene are closely linked, so if you're getting your birds from someone who doesn't outcross with black birds everyone and a while, you'll have that problem with feather quality. I believe there are some well established lavender lines of some breeds that have bred this negative trait out too. (I am no genetics expert, this is how I understand it at least.)

He/she is actually just a backyard mix. His parents are both blue but his heritage is a mess of colors and breeds (bbs orp, bbs ameraucana, & glw).
Rooster is a blue ee & mom is a blue olive egger. This one & the sister are my 3rd generation mess. Lol.

That's very interesting! It really looks lavender! Maybe it's just splash then. Still very interesting to get that nice, pastel color!

They do look like lavender. I expected them to darken with age but so far they've kept the color.

Size of the comb and color is more important than the number of rows. Pullets also wind up with 3 rows, and it seems variable on when this shows up. Looks like a pullet so far to me too. At this age I would expect more height and general size on the comb (and more color!) if it were a cockerel...
