You will not get in trouble protecting your animals on your own property.

Go around the neighbors and try to find the owners. If you do, let them know their dog is at risk if it comes into your yard again.

I'm so sorry this happened. Definitely use your paint gun before you go for the kitchen knife if the dog comes back... it sounds like you're well practiced with that, and and it's safer. Hopefully your Mom's talk with the dog owner will mean that it won't happen again. Keep us posted here about what happens - we'll be rooting for you!
 
I agree with Highcountrychickens.

Pringle, unless you have some kind of conflict with this dog owner already, I don't think that the authorities would have any reason to think you are lying about the dog in your yard.

Evidence will help you press your case but it won't necessarily motivate the animal control people to do their jobs - that was my experience. What probably works best is if they know that they will get frequent phone calls if they don't do something about that dog.

The continuing contacts should work for the authorities but may not make any difference to owners that let their dogs run at large.

Having your birds in a tractor is a very good idea but it won't stop a large dog from getting at them. It will just slow him down a little.

this advice might be less than ideal- do you know where he lives? What his town/city/township/boro rules are, etc. etc. and he is 13. Keystonepaul​
