If there is a bird rehabilitation center near you (such as a Raptor Center or Wild bird rehab center or other wild animal rehab) they will probably have some good advice for saving the eggs and chicks. They are licensed to handle them and knowledgeable. Good for you for trying to do the right thing, it is so important for us humans to try to live in harmony with wildlife.

when you come across stuff like this, the ONLY legal action you can take to save them is to contact these people and turn them over to them.
On this site, just plug in your zip code and the local rehab centers info will come up for you there.
It is always commendable to try to save wild animals, but it's just not legal for us to do it on our own.
Improper care, disease spreading, etc can be more detrimental to the population than just naturally loosing a few is their way of looking at it. That's why they have these licensed facilities to handle them and raise the in a way that they will be fit for reintroduction.​
