I doubt it. I have lived here for 4 years and this is the first strays I've seen. Most strays are shot on sight around these parts. They are considered a nuisance out here in the country that may be carrying rabies or other diseases around with them.
The people who live here generally know each other's dogs and will make an effort to return dogs who have merely "gotten loose".
I'm sure there was a way to get these dogs to a shelter but I don't care to find a way, really. I don't have a mushy center like yourself when it comes to animals, I'm afraid. All the animals on my place have a job or I wouldn't have them either.
To me, an animal is as good as it's worth, or place, in the broad scheme of things. If they cannot be eaten, bred for food or profit, used to guard the food animals and provide companionship while doing so....well, they don't hold much value for me. I care well for the animals in my charge. I'll even be kind to animals that come across my path unless they are a nuisance or dangerous.
That's where my charity stops.
I was not raised like yourself, to believe that animals deserve "respect" or care above humans. I was raised quite differently and this does not mean I am a heartless, cruel person. I have spent a lifetime caring for humans in their darkest hours.
Until you are taking in foster kids in need, volunteering in nursing homes or spending your extra moneyand time on the many humans who need your care and money, please do not attempt to school me in humanity in regards to animals. They take an extreme backseat, IMO. You do what you wish with your strays and I will do what I wish, shall we?
