One chicken not laying but all the others are

If so, she is not broody. And probably it’s not bullying either, from what you describe.
It leaves winter/egg laying stop, in combination with not feeling well, as a real option. Is she walking normal? No big belly with fluid in it?

Maybe she just needs a couple of days to get better. But I wouldn’t rule out she in in somekind of trouble. Did you check on mites? No worms in her poop? it could be a good idea to go to a vet to check the poop on parasites (if you have a deep purse 👛).
 
I'm noticing some feathers around and today saw that she is missing feathers under her neck. Her poop appears normal. She walks normally and her belly isn't swollen. She went back into the nesting box last night and is not sleeping on the roost with the others. She is still not laying. Should I check for mites? All the other chickens look good. I did not think that they molted until after they were a year old. Mine are 9 months.

It is a bit strange to moult at 9 months old. But I have seen strangers things happening on BYC. With these symptoms I would say moult. I would wait for a new feather coat and expect your young lady to lay again in February or early spring.

I went to check on the chickens as they were heading into the coop yesterday evening. Chocolate was already in there and in the nesting box. I tried to get hold of her to check for mites, but she would have none of that. She exited and tried to make a place on the roost with the others and one of them pecked her good. She moved and found another spot between the 2 golden Wyandottes who left her alone. So it's possible she is being bullied.

Stress from bullying can make a hen stop to lay too. And I had a hen who was bullied who slept in a nestbox too to avoid confrontations. A second (small) coop can do winders if this is the underlying problem.

If you want to check on red mite there are better methods. Easy to check with rolls of white ribbed paper (from biscuits or cookies) attached to the roost.

Red mites are not active if it freezes. Where do you live? (you can put it in your account/account details).
How cold is your coop in the day /at night?

Thank you that is very helpful. It has not got below freezing yet, although it's been close. I live in central Texas. Probably 40-50 at night and 70's during the day. I just put a camera in the coop and saw her go in and take her place inside the nesting box.
 
I would be concerned she is having trouble passing an egg. Has she laid before or just never started laying?
She has laid before and her eggs were always extra large. So I thought about that but she isn't walking differently. Runs around with the others. How would I check for that?
