One eye goopy - no obvious respiratory issues...

I have a young Silkie rooster with recurring goop in one eye—only one. A few days ago, I cleaned it with saline and applied an antibiotic eye ointment. It cleared up immediately. However, a day or two later, the discharge returned. I repeated the cleaning and treatment for three consecutive days, and it cleared up again—but only for a day. Now it’s back once more in the same eye.

He’s active, crows throughout the day, and doesn’t seem to have any breathing issues (though I’m a newbie, so I might be missing something). I’ve researched as much as I can and ordered some VetRx, but I’m still not exactly sure what I’m dealing with here—or what I’m actually trying to treat.
 
I'll try to get a better photo in the morning- that's when it's the most noticable. I think he rubs it on his feathers throughout the day.

Vet rx won't help, unfortunately, it's just vicks for chickens.
Is there any debris in his eye?
Not that I can see. And I've wiped it with gauze and put ointment on it. Do you think something may be under the eyelid?
