Yep, looks like a cockerel. He’s got a big red comb and wattles for his age, and his feet are also quite large.

Comb and wattles are quite large for the age especially considering orpingtons are slow to mature. Definitely a cockerel. Just for a visual point of reference, these are my 13 week old lavender and splash orp pullets
