This is true- well run dog housing facilities have very little barking for the most part. The group I work for has done a lot of outreach to shelters in the area, teaching them how to "arrange" their dogs in ways to deter barking, offering enrichment activities while dogs are kenneled, etc.
I've slowed my board and train down quite a bit here recently to pursue other things, but at the peak I had about 15 or so dogs here and people were always shocked by the lack of barking going on, other than the initial "someone's here!" Barking.
