Might want to check the thread on mites. That is what it looks like to me. But the picture isn't really clear either.

I've seen some birds strip themselves of their feathers from mites and other birds in the same flock be indifferent to them. I can understand the plucking, I sure felt crawly when I got home!I dont think mites cause feather loss, I had mites once.
