Three is free but the fee is $31 for more than 3, one time forever. The vector control officer comes out to the house to inspect your set up. They want to make sure you have them confined to your yard. He seemed very concerned that they don't get out. I guess they don't want chickens running around the streets of Portland. He's concerned about rat abatement like not having open feeders out at all times. And he's concerned about odor control and what kind of bedding will be in the run. Other than that it is a simple process. Oh and no roosters. The process falls under Vector Control if that tells you anything about what they are looking for.
Check the City of Milwaukee, OR a 'burb of Portland. I think they allow an amazing number of chickens and 'roos too. I want to move over there! My parents live in Galveston and they just passed an ordinance that allows 7.
