ORP pullet?

Tail threw me at first too. But then, she's old enough that even if it were a slow feathering birdie, it should have some sort of tail by now. 17 weeks sounds about right to me too.
 
Jersey Giants will/can have yellow on bottom of feet. Definitely an orpington. Pullet.

There is no lacing what so ever, blue Orps should have some lacing. I think you've a lavender, self blue there, as it's a uniform grey/blue.

Orpingtons have pink legs. I think you have a blue jersey giant, however it doesn't look very old.

The Standard for Blue Orpingtons calls for "leaden blue" shanks and toes.​

You think at 17 weeks its comb would be that small and no hackle or saddle feathers really visible?
 
I would say at that age a more prominent comb would be present so I'm going to say Orpington pullet.
