Hmmm..update...I went to check the city by laws again (for a different matter regarding # of dogs allowed) and it seems that the amended "Responsible Pet Owner by law" does not mention chickens, ducks, poultry, doves or pigeons now...this was from Dec. 3, 2009 if you look at the bottom of the title page of this amended document.
I checked Schedule A for the exotic animals list (prohibited animals) and there are no chickens listed.

I'm really sorry to hear about Bowmanville. There must be a way to change that back, especially if Toronto starts allowing hens. I would be interested in a Durham Region poultry club of sorts.
