We did really well the first few days but we are now having trouble with the house training. She will go outside frequently but comes back inside to do her business. Its very frustrating, we are working hard with her, but my guess is that she was just used to being in the shelter where she wasn't getting let outside. She is a very smart dog, so I don't understand why she isn't catching on.
 
Are you crate training her? And how are you cleaning the spot(s) where she's doing her business in the house? Are you taking her out on a leash to potty, or just letting her loose in the yard?
 
I see rat terrier or toy fox terrier as well, had both of those, wonderful for kids! Also, the crate training works really well for house training, they get it pretty quickly.

1) So first thing is to put her on a potty schedule, out every two hours. -- You must go with her to make sure she goes, after she does go give a food reward and lots of praise.
2) When you aren't supervising her, make sure she is crated (get a crate if you don't have one, or, keep her on leash with you)
3) No unsupervised time in the house for several weeks.

This is the only way you are going to get her 100% reliable. You have to have control over her schedule to do this and also the supervision can't be lax at all.
