You know, it's a shame we aren't allowed to decide what's best for ourselves. It's the vocal minority that gets these things passed into law to start with. Too many want to decide what's best for everyone. I just want to decide what's best for me and mine. Too often, the federal government is like having a bully living next door.

I think this has turned into a general discussion about raptors, not necc about the OP. Although, I wouldn't be surprised if they found out that something else has been getting into the pen, (it seems as though it would be hard for owl to pull thru wire, buit Raccons are notorious for doing that) and without seeing thier setup, I wouldn't want to comment on it's security. I am going to assume that they saw the owl doing it.

I think that we are lucky to live in such a free country. So far it seems that we are able to excersize our own judgement and for the most part live our lives pretty freely. There are reasons behind the protection of raptors that are pretty valid. You need a certain amount of predators or you will end up overrun with prey animals. Just like the starlings or the rabbits in australia.
