Oxytetracycline dose and safe for quail?

I was able to get Oxytetracycline HCI powder. Is this safe for quail and what would the dose be per gallon of water.

I have the meds here but cannot figure out dosage for sure.

The dosage for Oxytetracycline is 1 tablespoon per gallon of water or 3/4 teaspoon per quart of water. Change and make new daily.

Use it for 7 to 14 days depending on the severity of what you are treating is.
