Oy Vey - 15 week old chick behavior

Is it normal for one bigger, more dominant chick, to jump on the smaller, meeker chicks back and make her squawk? She (I'm hoping it's a she) does it maybe once or twice a day and that's the only sign of aggression that's that mean. I have 2 other 1-year old hens, and they're all out in the yard together. I'm really hoping that it's just Masala's way of getting her part of the pecking order straight as I don't want a rooster! She is very wary of the bigger hens and runs away from them.
She and Tikka are Easter Eggers and are totally different sizes even though they're the same age - they're also different colors and builds so they obviously had *very* different daddys.
Masala has a wee little comb coming in and longish tail feathers that droop. She's really very pretty.
I guess I'm just wondering if jumping on the back is normal. It had better be!

I should mention that I got the chicks from a very reputable feedstore that sells only hens but I'm still nervous as my other girls didn't do this to eachother.

EE's are hardest to sex, but the behavior doesn't signal roo. I would expect that you would hear crowing attempts before mating attempts- especially by week 15.

I would be delighted if she was just an aggressive hen and not a roo!
She's never aggressive towards us, the dogs, the cats or the bigger hens. Just poor baby Tikka.
 
I'm hoping she just had a fancy daddy. I've seen pics of hens with fancy tail feathers and I'm *really* hoping she's just a fancy girl.
No crowing which is a very good thing. Augh! Don't know what I'll do if she is a he. Don't think the neighbors would approve....
 
She's a HE, sorry. I can't see the tail well, but I'm assuming he has some arching, curling over feathers in that tail

My 3 EE's look like your Tikka, so I think your beauty in the back may be a boy - even at 18 1/2 weeks, my EE's combs and wattles are not as red as Masala.

(Like the reference to Indian food - one of my favorites too!)
