Pair of OEGB hens, I think only one is laying...

I am pretty sure, like 75% sure, that only one of my ladies is laying. She is significantly larger and eats so much more, that I can't believe the little one is laying. Only one is laying, I get 3-4 eggs a week which I think is normal for bantams. Since the larger one eats so much more, she finished molting much quicker than the little one (who is still finishing up). I understand that they don't lay while they molt but she hadn't laid for the month before that either (when I got them). They are both plenty old enough to be laying.

Any ideas?

Is it because I only have two? I live in FL so the weather and sun are not really a problem but I do not have artificial lighting. I may put some in when I finish their new bantam tractor, unsure.
