If they were with a hen, they would go under her if they were cold, without a hen they need the temperature around them controlled to keep the comfortable. Wind chill can be really bad for chicks who aren't fully feathered. They sell thermometers that tell you where they need the temperature based on age which are really helpful in learning how to set the light so the chicks aren't too hot or cold, but pay more attention to the chicks than the thermometer. If they are cold increas the heat if they are hot lower it.
