Its my girls first night to stay in the coop. I have two windows, and five small vents. It was 92 degrees today and is 84 now. They are panting in the coop. Donthey pant when nervous or only when hot? If its too hot, how do I cool it off more?

How many chickens and how big is the coop? Usually chickens only pant when they're hot. At least in my experience. If you have a picture of your setup that would be helpful too
9 chickens in the size large OverEz Coop. (Technically made for 15 chickens but I know thats ridiculous)

Is it safe to leave them panting?

Yeah, they pant when they’re hot. I think it’s dog that do it when they’re nervous? If they’re nervous, they’ll look around and cluck loudly.
As BlindLemonChicken said first- do you have a picture of the setup?

If you have plenty of water in there, and lots of ventilation, they should be fine. Are the windows open (and do they have wire so that predators can’t come in?)
What do your chickens do to stay cool in the daytime?

I dont but its the OverEZ brand large coop. I added five small, 3 inch vents and have the two windows open

Do you have a thermometer in the coop?
If not, I recommend it.
It can take time for the inside of the coop to match the outside temp,
especially if you don't have enough ventilation.
Pics of your coop might help here.

I use a fan in an east window to blow cooler air into the coop to help.
