Partridge Cochins?

I ordered Partridge Cochins from a highly recommended supplier, but at 15 weeks they still don’t even look like chickens. They look more like turkey vultures. They are almost completely black and there are no combs even beginning to show ar their beaks. Can you tell from the picture if they are Cochins or even chickens?
