Pasty butt in chicks

I have a baby rooster, 6 days old. I noticed yesterday the pasty butt. I cleaned it then today same thing so cleaned again. He hasn't grown like the other 3 roosters. Now tonight he won't quit scratching his head on both sides. My question, do you think it is all tied together? He is always cheaping and when he stratches he falls down and and closes his eyes. I gave him some sugar water tonight to hopefully build up his energy, but I am afraid I might be to late.

I raise beef cattle and this wouldn't be a good sign. I would say neurological due to an infection. :( Can't quite give a baby chick a shot of steroids IV.
 
Honesty, I got 46 chicks like almost a month ago and like 15 that had pasty butt also after a few days of getting them... I didint even bother cleaning it off, the chicks did a good job trying to pick it off and the older they got the more the poop was gone. None died from it and after the 1st week pasty butt never came back some had bad case of pasty butt too..
