Pasty butt or umbilical cord?

Any help would be appreciated. It looks like the vent is clear and some poop got on the cord scab, am I wrong? I don't want to remove it and hurt the chick. This chick was cheeping a lot so I cleaned the vent some but did not remove the below.

How old is the chick? If you try an remove it, make sure you wet a q-tip with warm water and just dab until it becomes loose. Never pull or force it off as you can rip off the skin and hurt them.
 
Yes you have the vent clear, and the chick can now poop so that's good! It does look like it is just some poop stuck in the down around the umbilical cord. it won't hurt the chick, even though it is obviously a little yucky. Just be aware if you don't scrub it off to keep an eye on the chick, because more poop could possibly collect to that lump and become pasty again. As was said above, if you decide to clean it, very gently use a q-tip or cotton ball and warm water, and just go around in circles with it until it loosens. Don't force anything. Hope this helps!
 
I'm very new to this stuff but I have been having good success by holding the chicks butt under warm water in a plastic container. Taking it out after 5-10 seconds and gently wiping with que tip. Repeat a few times until in just rolls off. works for me anyway.
