Do you live in an area where you are allowed to have a rooster? If so, I would give him and the neighbor's a chance. I just bought a coop from a woman who told me her neighbor cussed her out for the first two months she had her rooster. After she sold him over a year later, he cussed her out again for getting rid of him! All the neighbors came to love hearing the sound of a rooster crowing. It all depends on where you are located. Some people find the sound endearing.
When I was considering getting a rooster for my flock, I had crowing in the cons list. Since my cockerel started to crow, it has been transferred to the pros list! All my neighbors love him.
