Pea Pen Fencing

I'm building a new 15x32 outdoor pen for the peas and a few Chinese Pheasants. What would be the best type of fencing? I'm considering chain link or 2x4 welded wire? The fencing will be attached to 4x6 posts and the roof will be metal. My concern is that a raccoon might be able to reach through the chain link and grab a pea or pheasant. They wouldn't get pulled through, but they could still be hurt or killed. Anyone have any experience with this? They will have access to an inside 16x20 room to go in as they please.
 
Yes I have 2x4 welded wire on all my pens. I had a racoon or something pull a smaller guinea through the holes once. It was a mess. After that I put a barrier of hardware cloth or chicken wire around the bottom three feet of each pen and have not had a problem since then. It prevents them from reaching in.
