Peacock still has some tail feathers from last year

All I could find is that some are stubborn and will take a few months
But this seems really long
Also what type is he
His train has a peach like color to it

Last year in the middle of the season, somebody try to catch this peacock and some feathers stay in his hand.Later those feathers regrow! When moulting
time arrive (July) these feathers were too young to fall or still in the process of growth! ... !
You can cut them with a scissor... But there is the risk of catching!
When we catch a peacock we catch the body ... not the tail!
It's a Blue peacock barred wings ( wild type).

That is what happened we got him at an auction last year and it was damaged and he did re grow it
Old growth feathers will not bleed when you pull them out. I would catch him and twist each feather as I pull them out. No bleeding and no pain, but he will get back on track and have a full train by molt.
