Yes they are a pair. Hen looks like an india blue blackshoulder. The peacock on the other hand has an additional pattern. He has a patch of white on his wing and a white throat patch ---> does that equal white eye?

The whole siepel thing confuses me. My blackshoulder spalding peahen has stripes like that but is not siepel. But it looks nice!
